Openwave Hackathon for Smart Urban Governance in Baku
The Innovation and Digital Development Agency, in partnership with the Nərimanov District Executive Authority of Baku, is launching the “Openwave Hackathon”
This initiative brings together startups, developers, designers, and talented individuals to co-create digital solutions for real urban challenges and improve how public services are managed and delivered.
Hackathon Overview
• Duration: 48 hours
• Participants: 15–20 selected teams (60–90 participants)
• Prize Fund: 10,000 AZN
1st place: 5,000 AZN
2nd place: 3,000 AZN
3rd place: 2,000 AZN
Challenge Focus
Participants will develop practical digital solutions to improve district-level governance, including:
* Systematic urban monitoring and field inspection tools
* Real-time issue reporting and routing to responsible authorities
* Mobile applications with geolocation, photo capture, and categorization
* Analytical dashboards and live operational maps
* Digital archiving, audit tracking, and prioritization systems
* Task assignment with deadlines and status tracking
* Automated alerts for delays and bottlenecks
* Coordination of municipal services and emergency response workflows
This hackathon is designed as a “practical bridge between technology and public administration”, enabling more efficient, transparent, and data-driven urban management.
